Start with the annual-hours test

NBAA places cards under the 50-hours-per-year bracket and identifies fractional ownership at roughly 175 hours per year. It describes whole ownership above that threshold NBAA Rules of Thumb.

Under about 50 hours: compare simplicity against flexibility

At this level, a card can be a sensible way to establish a repeatable process if the routes, cabin category, and booking pattern are consistent. An on-demand charter can remain compelling when one trip needs a light jet, another needs a heavy cabin, or destination airports change frequently.

Roughly 50–100 hours: read the contract and travel pattern

This is the decision zone where a convenient headline rate can obscure the real trade-off. Add up likely peak days, short segments, one-way trips, and travel outside a primary service area. Above about 100 hours: broaden the access conversation

Use historical program research to identify contract terms worth checking. Then obtain current written terms for the specific product and trip.

The prepayment question is as important as the rate

Before prepaying, check who will hold your money and how it is protected. NBAA says payment is ideally held in escrow and warns that some consumers have lost significant sums dealing with unscrupulous jet-card brokers. NBAA Rules of Thumb

Before funding a card, ask these questions in writing:

  1. Who holds the funds, and is escrow available?
  2. What happens to unused funds at expiration?
  3. Are funds refundable, transferable, or subject to fees?
  4. What counts as peak travel, and what surcharge or lead time applies?
  5. How are taxi time, daily minimums, interchange, and service-area travel handled?
  6. What does the program commit to provide, and what substitutions or exceptions are permitted?

These are not technicalities. They establish the actual level of flexibility you are purchasing.

What on-demand charter gives you

On-demand charter lets the aircraft follow the mission. A short business trip may favor one cabin; a family trip with baggage, pets, or an overnight may favor another. Each quote can consider the nearest suitable aircraft, preferred airports, and whether a one-way creates repositioning.

That flexibility matters most when travel is not standardized. Use routes and airports to frame the itinerary, and check empty legs when timing can be flexible. An empty leg is not a substitute for an itinerary built around your schedule, but it can be a useful option when the positioning aligns.

The right response is to work with a provider that is explicit about aircraft, operator, and terms for the actual trip.

Safety and invoice checks apply to either model
